The New Warriors come back with a dramatic purpose; Ms. Marvel is interesting (well, more interesting--Brian Reed was doing a pretty good job with her return before CW); Iron Man hasn't been this compelling since David Michelinie gave him the drinking problem. Everyday someone will tell me they hate Tony Stark or wonder how Cap's title can still be around without Cap. These characters had zero buzz before Civil War. Even if you didn’t like Civil War as a story, you have to appreciate the lasting effects on the Marvel U.
